Experts say 32-pound Mo. girl faces long recovery

KANSAS CITY, Mo. (AP) ? A severely malnourished 10-year-old Kansas City girl who was found locked in a closet remained hospitalized Monday and likely faces an extended recovery after an initial "failure to thrive" diagnosis, experts said.

Police found the 32-pound girl Friday after responding to a call from a child abuse hotline. She was taken to Children's Mercy Hospital on Friday and remained there Monday, said Mike Mansur, spokesman for the Jackson County prosecutor's office. He said the child's condition hasn't been released.

"The next few months of her life are going to be pretty critical to her recovery," said Ann Thomas, a vice president at The Children's Place, a Kansas City nonprofit that is not involved in this case but treats young children who have experienced trauma.

The child's 29-year-old mother appeared in Jackson County court Monday. She was shackled at the wrists and quietly listened as a judge read the felony charges against her ? assault, child abuse and endangering the welfare of a child. The judge also entered a not guilty plea for the woman, who was ordered held on $200,000 cash bond. She requested a public defender for her next court appearance, scheduled for July 12.

The Associated Press is not naming the mother to protect the child's identity. The mother's two other children, ages 2 and 8, have also been placed in protective custody, Mansur said. Police also questioned the mother's boyfriend, but he has not been charged. Mansur said the investigation is ongoing.

A probable cause statement police filed Saturday when the mother was charged said she told police she didn't let the girl leave the house because the child is malnourished and she would "get in trouble if someone saw her."

Hospital personnel who saw the child Friday said she had been at the hospital in January 2006 for an unspecified visit and weighed 26 pounds then, according to the probable cause statement. They also told police the 10-year-old wears a 2T, or toddler size, T-shirt, and that the "current diagnosis is multiple healing skin injuries and failure to thrive."

Andre Riley, spokesman for Kansas City Public Schools, said Monday the child was enrolled as a kindergartner at Woodland Elementary School in 2006 and attended until April 2007.

"That's the last record we have of her," Riley said, adding that he couldn't comment further about the child's attendance record, whether school officials had raised concerns or where she might have attended school after spring 2007.

Rebecca Woelfel, spokeswoman for the Missouri Department of Social Services, said in an email that the department could not comment on this specific case, but that DSS "strongly encourages anyone who suspects child abuse or neglect" to call the 24-hour hotline.

Dr. Doug Carlson, professor of pediatrics at Washington University in St. Louis and director of hospital medicine at St. Louis Children's Hospital, said doctors are likely checking the child for various ailments, such as intestinal problems, that could have contributed to the diagnosis.

He said, however, a 6-pound weight gain should have pushed a parent to seek medical attention.

"There's no question that based on this child's size that a reasonable parent would have sought medical care," Carlson said.

It's unclear how much time the child, who turns 11 this summer, spent in the closet. In the probable cause statement, the child told police that her mother put her in the closet "a lot." She also said that she wasn't allowed to play outside when she was at home like her sisters, but could go to "the playground and park while she was at school."

The mother told police that she puts the 10-year-old in the closet when she leaves the house, securing the door with shoelaces and blocking it with a crib, according to the probable cause statement. She said she did that because her daughter had once gotten out and "eaten until her stomach got big and full."

Thomas said recovery would likely depend on what the 10-year-old's home life was actually like and how she perceived it.

"She's going to need people around her to help her begin to make sense of what's going on," Thomas said.

Stocks head lower as Spain seeks help for banks

(AP) ? Europe's latest efforts to quell its financial crisis left investors exasperated Monday, causing steep losses in stock markets on both sides of the Atlantic.

The Dow Jones industrial average dropped 154 points in early afternoon trading to 12,486, a loss of 1.2 percent. The broader Standard & Poor's 500 index fell even more, 1.7 percent.

In Europe, Spain formally asked help for its ailing banking system but its request left many questions unanswered, including how much of the $125 billion loan package offered by other European nations it needed. The uncertainty unsettled markets, pushing borrowing costs higher for Spain's government. Spain's stock market plunged 3.7 percent.

"Right now it's all about Europe, and confidence is pretty low," said Doug Cote, chief market strategist for ING Investment Management. "The policies that they proposing are too little too late."

Energy and bank stocks fell the most. Many analysts believe big banks would be the first to feel the hit of a freeze-up in Europe's financial system if Spain isn't able to convince bond markets that it can rescue its troubled banks. Spain's banks have been hobbled by a collapse of a real-estate bubble, and the country has been inconsistent about how much help it will need to keep its banks intact.

Bank of America dropped 4 percent, the biggest fall among the 30 stocks in the Dow Jones industrial average. BofA's stock lost 34 cents to $7.60. JPMorgan Chase fell $1.13 to $34.90 and Citigroup plunged $1.46 to $26.52.

Analysts worry that Europe's piecemeal approach to its spreading government debt crises could backfire, causing the banking system of a large country like Spain's to collapse. That could send shock waves through tightly connected global financial markets.

"It's the same headline risk that we've been dealing with for God knows how long," said Chip Cobb, senior vice president of Bryn Mawr Trust Asset Management in Pennsylvania. "Everybody wants something to happen sooner or later, and nothing's happening."

European leaders are gathering at the end of this week for another summit aimed at reining in the crisis, but market players remain skeptical that Germany will sign off on efforts to quell the crisis.

"What the market wants is action," said Cote. He said investors wanted to see steps toward binding the weak and stronger economies closer together in a fiscal union.

The dollar and Treasury prices rose as investors shifted money into low-risk investments. The yield on the 10-year Treasury note fell to 1.60 percent from 1.67 percent late Friday.

In other trading, the S&P 500 index fell 23 points to 1,311. All but 13 of the stocks in the index fell, and all 10 of the index's industry groups fell. The Nasdaq composite lost 54 points to 2,838.

Energy stocks were also big losers after the price of crude oil fell again. Crude lost $1.54 a barrel to $78.22, continuing a slump that has brought the price down from $110 in late February. Exxon Mobil fell $1.45 to $80.66.

Energy prices have been falling as traders anticipate that slower growth in China and the lingering government debt crisis in Europe will drag down global economic growth and decrease demand for energy.

European markets closed sharply lower. Stocks are down 4 percent in Italy and 2 percent in both France and Germany. Shares of European banks including Spain's Banco Santander SA and Deutsche Bank AG sank.

Borrowing costs rose for Spain and Italy, a sign of skepticism that those countries will be able to pay their debts. The yield on Spain's 10-year government bond rose 0.16 percentage point to 6.58. That's dangerously close to the 7 percent level past which Greece and Portugal had to seek emergency loans from their European neighbors when their borrowing costs stayed above that level.

Among other stocks making big moves Monday:

? Teva Pharmaceutical Industries rose 6 percent after the drugmaker said a federal court reaffirmed patents protecting its multiple sclerosis treatment Copaxone. The stock rose $2.26 to $40.29.

? Chesapeake Energy dropped 8 percent after Reuters reported that the company colluded with a Canadian rival to suppress land prices in areas that were considered rich in oil and natural gas. The stock lost $1.52 to $17.09.

Utah Sen. Hatch seems to have weathered GOP storm

SALT LAKE CITY (AP) ? It was an entertaining exchange, as one-man debates go.

Dan Liljenquist, hoping to shock the political world on Tuesday, didn't let Republican Sen. Orrin Hatch's absence this month stop him. The GOP challenger opened his show with the usual call for new leadership in Washington, took questions from a pretend moderator and used a video recording of old Hatch interviews and speeches to provide the incumbent's response.

Hatch had his own play for the cameras the next afternoon. He met Republican presidential candidate Mitt Romney at the Salt Lake City airport and walked with him to an awaiting car as TV stations got the shot.

If there's one political endorsement that matters in Utah, it's Romney's. He graduated from Brigham Young University, oversaw the 2002 Winter Olympics in Salt Lake City and carried more than 90 percent of the vote in the state's GOP presidential primary in 2008.

The two scenes captured the political dynamics at work leading up to Tuesday's Senate primary.

Liljenquist, 37, had no alternative but to undertake some unorthodox moves to get voters' attention, Hatch, 78, let his campaign treasury of nearly $10 million and other GOP leaders make his case for a seventh and final term. Sensing he's far ahead in a state where the Republican primary winner is the heavy favorite in November, Hatch has bobbed, weaved and carefully avoided any mistakes that could lead to a surprise loss.

Hatch's strategy underscores the diminished threat to his 36-year tenure in Washington.

Under Utah's unique system for picking GOP Senate candidates, delegates to the party's state convention get the first crack. If any one candidate gets 60 percent of them, there is no primary. Hatch won 59.2 percent of the more than 3,900 convention delegates in April, 32 votes short of the number needed to avoid a runoff with Liljenquist. He had told activists, "It will be my last six years in the U.S. Senate, but they'll be the best six years and the most critical six years of all."

After watching then-Sen. Robert Bennett go down to defeat at the Utah GOP convention two years ago, Hatch was concerned enough that he spent most of April in the state and skipped two weeks of votes in Washington.

When Liljenquist pressed for a televised debate after the convention, Hatch's campaign said the incumbent's Senate duties in Washington allowed time for only one radio debate. It took place June 15.

"Their strategy is to very much keep him away and out of the state," Liljenquist said. "We're not surprised by that. We think he has a hard time justifying many points of his record."

Kelly Patterson, the former director of the Centers for the Study of Elections and Democracy at Brigham Young University, said Hatch's strategy makes sense.

"Liljenquist doesn't have a lot of money to draw attention to himself and make a go of it," Patterson said.

Hatch has spent the past two years reaching out to his critics while shifting his votes and commentary to the right. The American Conservative Union gives him a lifetime score of voting right on nearly 90 percent of its issues; the past two years it was 100 percent.

"People around here really support Hatch, but they were discouraged by some of his votes," said Joni Crane, GOP chairwoman for Uintah County in eastern Utah. "They always intended on voting for him, but they wanted to get their pound of flesh. People are sending him a message: We want you there, but we're not happy."

Outside forces played a big role in defeating Republican Bennett in 2010, but have been less united in taking on Hatch. The conservative Club for Growth, for example spent about $250,000 to oust Bennett, but stayed on the sidelines in Hatch's race. Barney Keller, a spokesman for the group, said it views Hatch as a moderate who "has moved to the right to save his skin."

"In a lot of ways we already have had an effect," Keller said. "It's not always the win-loss record."

A political action committee affiliated with the tea party movement, FreedomWorks for America, has spent nearly $900,000 so far to orchestrate Hatch's defeat. Yet even that amount puts only a dent in the financial edge that Hatch enjoys.

As the senior Republican on the Senate Finance Committee, Hatch has taken in $3.9 million in PAC contributions from corporations and trade groups. His campaign has spent about $10 million so far, including $1.9 million just in the past two months.

Liljenquist's campaign has spent $614,000, largely due to $400,000 he loaned it. He served three years in the state Senate before resigning to challenge Hatch. He notes that he led efforts to overhaul the state's Medicaid program and its pension system for state employees

Hatch has confronted Liljenquist's calls for new leadership by emphasizing that he's in line to run the Senate Finance Committee if Republicans take control of the Senate. The committee has oversight over tax issues and trade as well as Medicare, Social Security and other big drivers of government spending.

"Let's be honest about it, Utah is going to have a great advantage with me as chairman," Hatch said in the one post-convention debate with Liljenquist, on KSL Radio in Salt Lake City.

Liljenquist's case is that Hatch has used his influence to increase government spending through pet projects, his partnership with the late Sen. Edward M. Kennedy, D-Mass., in creating a $9-billion-a-year health care program for children and his vote for Medicare prescription drug benefits.

"I am running, senator, because you could become chairman of the Senate Finance Committee, not in spite of it," Liljenquist said.

Lichen survives in space: Could it colonize planets by hitching rides on asteroids?

ScienceDaily (June 23, 2012) ? You can freeze it, thaw it, vacuum dry it and expose it to radiation, but still life survives. ESA's research on the International Space Station is giving credibility to theories that life came from outer space -- as well as helping to create better sunscreens.

In 2008 scientists sent the suitcase-sized Expose-E experiment package to the Space Station filled with organic compounds and living organisms to test their reaction to outer space.

When astronauts venture on a spacewalk, hours are spent preparing protective suits to survive the hostile conditions. No effort was made to protect the bacteria, seeds, lichen and algae attached to the outside of the Space Station, however.

"We are exploring the limits of life," explains ESA's Ren? Demets.

Our atmosphere does a wonderful job of protecting life on Earth by absorbing harmful UV rays and keeping temperatures relatively stable.

In contrast, the space samples endured the full power of the Sun's rays. The samples were insulated somewhat by the Space Station but still had to cope with temperatures changing from -12?C to +40?C over 200 times as they orbited Earth.

The samples returned to Earth in 2009 and the results have now been published in a special issue of the journal Astrobiology.

Lichen have proven to be tough cookies -- back on Earth, some species continue to grow normally.

Ren? explains, "These organisms go into a dormant state waiting for better conditions to arrive."

The lichen have attracted interest from cosmetic companies. They can survive the full power of the Sun for 18 months, so knowing more could lead to new ingredients for sunscreen.

Living organisms surviving in open space supports the idea of 'panspermia' -- life spreading from one planet to another, or even between solar systems.

It seems possible that organisms could colonize planets by hitching rides on asteroids. ESA is probing this intriguing theory further on future Station missions with different samples.

Everyone knows driving while intoxicated is illegal. Most people are also aware of the blood-alcohol level of .08 percent, and that adults who exceed that legal driving limit can be charged and convicted of DUI. You might even know how much alcohol you can drink before you shouldn't drive. But have you taken a good look at the labels in your medicine cabinet?

You don't have to be under the influence of alcohol to be arrested for DUI. DUI-D, or driving under the influence of drugs, is a charge many drivers don't consider. This charge doesn't just apply to illegal drugs. Prescription medications and over-the-counter drugs can cause any driver to become impaired, either by themselves or in combination with alcohol. Even taking something as seemingly harmless as Benadryl can cause you to drive erratically, especially after a drink or two.

Pennsylvania police say that roughly half of the state's DUI cases involve some type of drug influence. That's why Pennsylvania has officers known as drug recognition experts to help determine a driver's level of impairment. An evaluation might include a field sobriety test and taking a motorist's blood pressure and pulse. But there are also more subjective measures. "I rely on eyes a lot," said one DRE officer in Pennsylvania. He believes that every drug will affect the eyes in some way.

The most common drugs to affect people are sleeping pills and anti-anxiety medications, according to a western Pennsylvania emergency room doctor who says his hospital is seeing more and more cases of prescription drugs affecting people in extreme ways. He and law enforcement officials agree that it can be nearly impossible to predict how medications will affect an individual. Differences in height and weight, combinations with other drugs and other unknown factors can make detection of impairment a bit of a guessing game.

The absence of a standard gauge of impairment makes legal matters complicated. Even DREs don't have a tool to measure how impaired someone is from drug use, and that means that someone arrested for DUI-D may lose a criminal case based on a subjective observation. PHILADELPHIA (AP) ? If you need a reminder that summer has officially started, just walk outside: Temperatures across the Northeast are expected to approach triple digits.

The National Weather Service has forecast potentially record-breaking hot temperatures just as the season officially begins Wednesday, the summer solstice and longest day of the year.

Readings are expected to be in the mid- to high-90s Wednesday and Thursday in cities including Philadelphia, New York and Boston. Humidity could make it feel even hotter.

Health officials warned residents to drink water, stay out of the sun and in air conditioning, and to check on elderly neighbors and pets. For those without air conditioning, "cooling centers" have been set up in public buildings in dozens of cities.

Philadelphians may see the mercury soar to 95 and 99 degrees mid-week after enjoying relatively mild June temperatures.

"You're talking about almost 15 degrees above normal," said Kristin Kline, a weather service meteorologist in Mount Holly, N.J.

Normally, the high for Philadelphia at this time of year is about 84 degrees ? closer to Wednesday's predicted low of 80 degrees. The city's highs in the next couple of days will approach, if not break, decades-old records of 98 degrees, set in 1931, and 99, set in 1923.

The wilting heat also will hit Boston-area residents hard. Temperatures of up to 97 degrees are forecast for Wednesday, followed by 99 on Thursday, the weather service said. Current record highs for these dates are 98 and 95 degrees, respectively.

New York City's 1.1 million public school students are still in session for another week, and just 64 percent of classrooms are air-conditioned. Temperatures in the city are expected to hit 94 degrees on Wednesday and 98 degrees on Thursday, about 20 degrees hotter than it was in Central Park on Tuesday.

Students were being advised to wear light clothing and drink plenty of water, and schools have been told to limit outdoor playtime, city Education Department spokeswoman Marge Feinberg said.

In Brooklyn, street vendor James Martin said his family's sixth-floor apartment in Coney Island has no air conditioning and can get really hot. But "we open the front door and all the windows, and we get a nice breeze," he said.

On Tuesday, though, he planned to buy a fan ? "maybe two" ? on his way home from work.

Records might also be broken in central Connecticut. A Home Depot in West Hartford had stacks of air conditioners and fans ready to go, and city resident Sarah Savo was ready to buy one.

"Now that I work at home, I just can't work without air conditioning," said Savo, who will also be caring for her 3-year-old daughter. "Our home is very hot."

Forecasts for upstate New York on Wednesday and Thursday called for temperatures to hit the 90s from Niagara Falls to the Vermont border, with highs topping out in the mid-90s in some places.

The cities of Buffalo and Rochester, N.Y., opened several spray parks on Tuesday to help residents cool off as hot, muggy weather settled in. Buffalo, which will only be in the mid- to high-80s on Wednesday and Thursday, doesn't normally open its 11 splash pads until July 1.

Philadelphia began a staggered schedule of opening its swimming pools on Monday, a couple of days after schools let out for the year. Nearly two dozen of the city's 70 pools will be open by Wednesday, with another seven opening Thursday.

"We're very lucky that the pools opened yesterday," James Garrow, a spokesman for the Philadelphia health department, said Tuesday.

He added that the city will activate its heat hotline at noon Wednesday and will work with personal care homes, senior centers, libraries and recreation centers to make sure air conditioners are running.

Officials will be setting up 114 cooling centers at facilities across the city, said Garrow.

The Southeastern Pennsylvania Transportation Authority, the state's largest transit agency, is keeping a close eye on the heat as well, spokeswoman Jerri Williams said.

SEPTA, which operates trains, trolleys and buses in Philadelphia and its suburbs, planned to have extra maintenance workers to help deal with heat-related switch failures, problems with track expansion and any overhead wire issues on suburban train lines.

In Rhode Island, all regular public buses and trolleys will be free on Wednesday due to anticipated air quality issues.

Moderate relief from the high mercury should come this weekend.

6 inmates in California taken to hospital after prison fight

Six inmates have been taken to hospitals after fighting broke out among dozens of armed inmates at a prison in Central California.

State Corrections Department spokeswoman Terry Thornton says no employees were injured in the disturbance late Tuesday morning at maximum-security Salinas Valley State Prison in Soledad, about 130 miles southeast of San Francisco.

Guards used pepper spray and rubber bullets to quell the fight that broke out among 200 inmates in an exercise yard.

Thornton says dozens of inmates were involved and numerous inmate-made weapons were recovered. One of the prisoners was airlifted to a hospital by helicopter.

There was no immediate cause for the fighting.

Thornton did not know the condition of the inmates who were taken to outside hospitals. Other wounded inmates were being treated at the prison.

Ryan's future: In Romney White House or US House?

JANESVILLE, Wis. (AP) ? There are plenty of reasons for Republican presidential candidate Mitt Romney to choose Rep. Paul Ryan as a running mate.

The whip-smart Wisconsin congressman is from a battleground state. He's the GOP's leading voice on the nation's budget and is the rare member of the Republican establishment who's loved by the tea party.

"If that bridge ever came, I would consider crossing it," Ryan told The Associated Press in an interview this month. He added: "I really don't have tremendous political ambition. I have policy ambition."

Yes, that's the typical humble-speak of someone who's a potential vice presidential candidate. But it's also true that Ryan has let political opportunities pass before, choosing to focus on taming what he calls a "big, dysfunctional government" beset by unsustainable spending.

Those who know Ryan say that means that while Romney ponders whether to ask, Ryan is deciding whether accepting a political promotion is the best way to achieve his "policy ambition."

"He does have more force and authority than he would have in the vice presidency. I think he clearly knows that," said Vin Weber, a former Minnesota congressman and Ryan's supervisor when the two were at a Washington think tank in the 1990s. "So the question becomes, Would that be worth sacrificing to put yourself clearly in line to be the nominee after Romney?"

Romney planned to appear with Ryan on Monday during a visit to a fabric mill in the congressman's hometown of Janesville, a blue-collar city along the Rock River still coping with the mothballing of a GM assembly plant a few years ago.

The ascent has been swift for Ryan, who was voted prom king and the "Biggest Brown-Noser" of his 1988 high school class before leaving for college in Ohio. He maintained his ties to home through summer internships for Republican Sen. Robert Kasten, who later hired Ryan full time. The former senator remembers him as "bright and inquisitive and very consumed" with complex tax policy.

Ryan went on to flourish at a conservative policy institute founded by Republican Jack Kemp. A congressman, a member of the George H.W. Bush administration and GOP presidential nominee Bob's Dole's running mate in 1996, Kemp championed tax cuts as the primary tool for promoting economic growth. Ryan considers Kemp, who died in 2009, his mentor.

By 28, Ryan was back in Janesville winning election to Congress. At 42, he is among the breed of congressmen who sleep in the office rather than put down roots in Washington.

Heavy with both factories and farms, Ryan's district in southern Wisconsin is typically carried by Democratic presidential candidates. His opponents note that part of his success lies in the overtures he makes across the aisle, from party-bucking votes against weakening prevailing wage laws to simpler gestures, like his recent attendance at a wake for the father of a local Democratic stalwart.

Prone to speaking in bar graphs as he warns of "a gathering storm" of debt that will challenge America's way of life, Ryan has also mastered the ability to hang a smile on ideas that generations of politicians have found treacherous.

He casts his push to scale back food stamps and other welfare assistance as empowerment for the downtrodden now lulled into complacency. Opening Medicare to more private competition, he argues, is about preventing an all-out program collapse that would devastate future retirees.

"He's a master politician," said former Wisconsin Democratic Party Chairman Jim Wineke. "I don't have a mean thought in my body about Paul. I just fundamentally disagree with his policies. He puts on a good face for some pretty awful policies."

The global economic crisis and the rise of the tea party, with its focused attention on government spending and debt, have made Ryan's budget plans something of a GOP litmus test. In March, Romney was quick to praise Ryan's latest proposal to slice trillions from the federal budget. Ryan reciprocated soon after with an endorsement of Romney's White House bid.

Picking Ryan as his running mate would be read as a full embrace of his budget ideas. But that assumes Ryan would return Romney's interest.

During President George W. Bush's second term, Ryan pulled his name from consideration for the White House budget director post. He says he didn't think there was the will, particularly in Congress, to address the structural budget changes he believes are needed to avert a crippling debt crisis.

"There were no followers," he said.

More recently, Ryan resisted a call to chase an open Senate seat in Wisconsin. "I didn't want to walk away from the conversation I started and the fight I'm in," he said. By remaining in the House, Ryan can keep an intense focus as budget chairman on his signature issue ? something he might not be able to do in a Romney administration.

There's no guarantee that Republicans will retain House control in November or that even with Romney in the White House, Ryan could help accomplish an overhaul of venerable but politically sensitive programs such as Medicare and Social Security.

It's a gamble either way.

"I think I'm in a really big spot right now," he said.
